One week before a Michigan Senate committee begins discussing rate-altering legislation backed by Blue Cross Blue Shield of Michigan, a coalition favoring the bills has been created and a report by an opposition coalition to be released today estimates the insurer's state tax breaks at $130 million a year -- $48 million more than the Blues claim.
