Cuts shrink treatment for mentally disabled (Provo Daily Herald)
OGDEN -- Mental-health clinics in Utah are accepting fewer patients and discharging others earlier than usual because of federal cutbacks to Medicaid since 2003. A report issued recently by the Utah Division of Substance Abuse and Mental Health says the cutbacks mean only half of the 83,000 people classified as seriously emotionally disturbed in Utah were receiving any kind of regular care..
