DETROIT A rate hike will affect about 60,000 employees in Michigan insured under Blue Cross Blue Shield this May. The insurance rates, currently at four percent for employees taking buyouts or who work for companies eliminating employee coverage, will increase to 25 percent.

The boards of Highmark Inc. and Independence Blue Cross will meet separately this week to consider merging the two companies, according to a statement Monday by Highmark spokesman Michael Weinstein.
